J&K Shines: 17 Candidates Qualify for Civil Services Exam 2025

A visually impaired along with son of a labourer among seventeen candidates from Jammu and Kashmir Union Territory have qualified the prestigious Civil Services Examination 2025, the results of which were declared today by the Union Public Service Commission (UPSC).


Those from J&K, who have qualified the top most competitive examination in the country, include Suvan Sharma (AIR-148), Suganda Gupta (AIR-207), Towseef Ahmad Ganie (AIR-254), Ritika Bhan (AIR-456), Sooyash Raj Shivam (AIR-572), Muneeb Afzal Parrah (AIR-581), Ghulam Maya Din (683), Dwarka Gaadhi (721), Akash Jaggi (747), Koh-e-Safa (763), Yassar Ahmad Bhatti (811), Abhishek Kumar Dhyawna (820), Pankaj Kumar (856), Mohd Ajaz Ul-Rehman (869), Azhar Asif Khan (886), Mohd Sarfraz Choudhary (936) and Irfan Ahmad Lone (957).


Irfan Ahmad Lone of Manzpora in Naidkhai area of Bandipora, who secured place in the final list of successful candidates announced by the UPSC, is visually impaired since birth. His success has drawn appreciation from people in the area, who described the achievement as a source of inspiration for many young aspirants.


Locals said Lone pursued his studies despite challenges associated with visual impairment and continued his preparation for the civil services examination.
Another successful candidate, Towseef Ahmad Ganie from Puchal village in Pulwama, is son of a labourer. He overcame numerous hardships and financial struggles to reach this milestone. Despite limited resources, his determination, hard work and dedication towards studies helped him achieve one of the most difficult goals in the country.


Ganie is a Veterinarian and has been posted in Poonch for the last two years. It was his second chance as he appeared last year as well but couldn’t qualify. Mohammad Ishaq Ganie, father of Towseef Ahmad Ganie, told the Excelsior that he is happy that his son has cracked the examination.


“He (Towseef) had big dreams right since childhood and was telling me that one day he would qualify UPSC exams and today he did it,” he said. He further said that it was due to his hard work that he cracked the exam and urged youth to work hard and never be afraid of failures.


Suvan Sharma, son of Dr T R Raina ex HoD Blood Bank GMC Jammu and Nirmal Sharma (Retd- IAS), is presently IRMS and had earlier qualified AD Cooperatives and twice JKPS also. He is getting married to an IAS officer of Telengana cadre next week.


Sugandha Gupta, daughter of Virender Gupta (JKAS) and Anjana Gupta, resident of Shakti Nagar, Jammu, has achieved the feat in her very first attempt. Talking to the Excelsior, she attributed her success to consistent hard work , discipline and focussed preparation.


Kashmiri Pandit girl Ritika Renu Bhan (AIR-456), originally hails from Shopian district in south Kashmir while Akash Jaggi , son of Daleep Jaggi (retired Principal) and brother of DySP Shivam Jaggi, is a resident of Mohalla Khorinar, Poonch.


Dr Koh-e-Safa (AIR-763) is the daughter of Mehmood Chowdhary, Principal & Session Judge, while Mohd Ajaz Ul-Rehman (AIR-869) is son of former MLA Poonch, Shah Mohd Tantray. Muneeb Afzal Parrah, who has secured AIR-581, is a resident of Krandigam, Bijbehara, Anantnag.
Meanwhile, Lt. Governor Manoj Sinha and Chief Minister Omar Abdullah have congrulated the successful candidates.


As per the result, Anuj Agnihotri, an MBBS graduate, has topped the Civil Services Examination, while Rajeshwari Suve M and Akansh Dhull have got the second and third ranks respectively. Among the finally qualified candidates, top five comprises one woman and four men candidates. The top 25 candidates comprise 11 women and 14 men.


A total of 958 candidates — 659 men and 299 women — have qualified the examination and are recommended for appointment to different central civil services, the Public Service Commission said, adding that the candidature of 348 recommended candidates has been kept provisional.


According to the commission, the recommended candidates have been selected against 1,087 vacancies reported by the Government for the 2025 examination cycle. These include 180 posts in the IAS, 55 in the IFS, 150 in the IPS, 507 in Central Services Group ‘A’ and 195 in Group ‘B’.


The civil services (preliminary) examination, 2025 was conducted on May 25, last year. A total of 9,37,876 candidates applied for this examination, out of which 5,76,793 actually appeared in the test. A total of 14,161 candidates qualified for appearance in the written (main) examination which was held in August, 2025. Of these, as many as 2,736 candidates had qualified for the personality test (interview) of the examination.


Educational qualifications of top 25 successful candidates range from graduation in Engineering, Humanities, Science, Ccommerce, Law, Medical Science and Mass Media from premier institutions of the country such as Indian Institutes of Technology (IIT), National Law University (NLU), AIIMS, Delhi Technological University (DTU), Anna University, University of Delhi and University of Mumbai among others.


Top 25 successful candidates have opted for subjects like Anthropology, Commerce & Accountancy, Chemistry, Economics, Electrical Engineering, History, Mathematics, Medical Science, Philosophy, Political Science & International Relations, Public Administration and Sociology as their optional choice in the written (main) examination.


Of the total qualified candidates, 317 belong to the General category, 104 from Economically Weaker Section (EWS), 306 from Other Backward Class (OBC), 158 from Scheduled Caste (SC) and 73 from Scheduled Tribe (ST) categories.


The Centre had reported 1,087 vacancies to be filled through the civil services examination. Marks will be available on the website within 15 days from the date of declaration of result.
