The Rural Development Department has established Shopian district’s first public library-cum-reading room at Gagren to provide students with a dedicated, round-the-clock facility for academic studies and preparation for competitive examinations.
Named Noori Public Library, the facility has been functional and is currently operating at full capacity with 100 enrolled students. The library remains open 24 hours a day and caters to aspirants from different parts of the district.
Block Development Officer (BDO) Shopian, Dr Shakil Bhat, told Rising Kashmir that the initiative was taken after repeated demands from students for a proper study space. “The focus was to create a space where students can prepare seriously and without disturbance,” he said, adding that access to a disciplined environment plays a key role in academic preparation.
The library has been developed under the District Capex Plan at a cost of Rs 35 lakh. It is equipped with uninterrupted electricity, heating facilities and high-speed internet connectivity to ensure year-round access, including during winter months.
Students are required to pay a nominal maintenance fee of Rs 200 per month to cover electricity and internet expenses. BDO Shopian said the facility is managed entirely by the students themselves. “Student-led management has helped maintain discipline and smooth functioning of the library,” he added.
Mujeeb Ahmad, an aspirant from Gagren, said the availability of a peaceful study environment has made a visible difference in their preparation. “Earlier, we did not have a proper place to study in the district. Now we can study for long hours without interruption,” he said.
Another aspirant said access to continuous internet connectivity and fixed seating arrangements has improved focus and consistency. “This library has brought routine and seriousness to our exam preparation,” he said.
Students have expressed gratitude to the District Administration Shopian and the Rural Development Department for providing a permanent academic space, calling it a long-standing requirement for aspirants in the district.
